Q procs W. Quick to charge. Nice range. Becomes Low CD. Nice escape too. And more Damage. And provides CC
I tried Maxing E on her in PBE, but I always ended up dieing quickly in teamfights.. this is because you have to get next to them and stay there for a couple seconds allowing them to focus you CC you and kill you.
An extra point in E grants +30 damage on a full combo (2 casts of E) and -1.5 secs off the CD.
An extra point in Q grants +60 damage on a full combo (assuming you hit a fully charged Q) and -2.5 secs off the CD
At level 5 a Vi maxing Q's combo will deal 60 more damage than a Vi maxing E.
At level 9 a Vi maxing Q's combo will deal 120 more damage than a Vi maxing E AND her Q will have been brought down to an 8 second CD.
Q gives superior burst and mobility if you max it first. The problem with Q is that you have to actually hit people with it fully charged to realize it's full potential, which is not always possible depending on your lane opponent.
E is the safer skill to max . It gives less burst but more reliability when fighting in case you aren't hitting all your Q's. On top of that E grants you better poke and wave clear in case hard engaging is a bad idea. Losing lane? Max E and farm safely at tower.
Maxing E first on Vi is a noob trap.
