Question: Are you not allowed to see divisions higher than you?

    I'm in platinum IV and its the highest division i'm able to see

    looks like that's the top division on PBE right now.

    No, there are specific bands per server as the Elo ranges and distributions are different. So PBE will be different to NA, EUW, etc. Given the smaller amount of ranked play on PBE, you'll see lower Elos giving higher tiers achieved.
