It's the exact same spell. What's different that Makes Barrier as common as Flash on the Proving Grounds, but super rare on SR? I've seen it like three times on AD carries, and once when I played Karthus because the enemy Renekton wanted to troll me.
Edit2: Ok it actually is stronger on PG, despite neither the spell page, nor the wiki, nor the tooltip on summoner spell selection mention this.
I think it's probably because barrier used to be on a super low cd and was singlehandedly the best spell to take on PG. After it got nerfed and became available on SR though people may just take it out of habit, at least I do.
