You're conveniently forgetting about the game you lost right after being placed in Silver II. In this case a 1-3 record was enough to trigger a demotion.
The system is not currently bugged to my knowledge. We have already implemented some tuning fixes for the one issue that was discovered.

Good to see its far easier to crash to the bottom of a league from a few unlucky games than it is to get to the top with a lot of good games.
