Please explain the role of the tribunal to me

  • The tribunal is supposed to filter out bad players from the game, yet in the majority of permanent bans players return to the game on a new account to perform the same actions that got them a ban. Even Riot advises permanently banned players to create a new account, they don't care about your actions and its affect on the community, its just another way to get people to spend more money on a new account. Take this picture for example, and try for once instead of mindlessly downvoting to try to make sense of this "logic"

This was in 2012. We've long changed the policy to never encourage permanently banned players to make new accounts.
