1. Create a Smurf account.
2. Level it to Level 30
3. Dodge your way to 0 MMR (theoretically), Bronze V division. (This may take a few days or so with the time penalties.)
4. When you get to your promotion series, call up a skilled friend to duo with you and use said smurf.
5. Play promotion matches and play against much less skilled opponents than you should be playing with.
Why I think this works:
You will be matched with players who are well below yours and your friend's skill levels with the Bronze V Smurf Account. The only objective in a promotion series is to win a best 2/3 or 3/5. You really have nothing to lose by duoing with an account at a much lower ranking than you to get less skilled opponents.
I have not done this myself and do not encourage doing it, but it was something I just thought of. Please feel free to downvote and explain to me if this does not work. This is also a problem for losing LP for dodging.
EDIT: I AM NOT USING THIS METHOD MYSELF. Look at my past promotion series matches if you have to. I lost my very first one in my Silver IV promotion match and won the next shortly after. All of them had different teammates/opponents. I legitimately want to get better at the game and win fairly. I'm just bringing it to light that the system may be able to be abused in an unfair way.

Your proposed plan (to abuse) League will not work because 1) we have a system to deal with smurfs, 2) queue dodge will not affect affect your MMR; 3) premade duo match may not be more "efficient" than solo, so you can't be certain having a friend hard carry (or "power level") you will be effective given the complex combination of possibilities between two teams.
Try to abuse the system in general is just not a good idea, once we discover your attempt, we will take corrective and preventive actions.
I found a way to abuse the League Ranked System!
