Remember the bug they fixed a few days ago where Sorcerer boots with homeguard gave double magic penetration? Well now there are 2 more with the alacrity enchantment, which are actually negative for you.
Mercury treads with alacrity enchantment give NO TENACITY. You read that right.
Ninja tabi with alacrity enchantment removes the 10% damage block. You also read that right.
Do not use the alacrity enchantment until they fix it in 4.14, Riot is already aware of it.
Appropriate nerfs would be something along the the lines of Q damage lowered to 60/90/120/150/180 from 80/110/140/170/200 and cooldown is increased to 10/9/8/7/6 from 9/8/7/6/5 as this would shave off his unnecessary power while still making him a threat to lane against.
While I agree a 50 range nerf is too much, if they just did something like that no one would notice it, and Lucian would just be continued to be picked every single game.
Wasn't there once a patch on the PBE where Runnan's gave 50 range?
Lulu: I've yet to see an ap Lulu (mid or top) who wasn't good in the game she was played in. The amount of ap scaling utility she has is INSANE. Also she's insanely annoying in lane, just like Teemo, only difference is that she's actually really strong in teamfights also.
Kassadin: As long as he has free flashes every few seconds he will never be balanced.
Jax: WHY IS THIS CHAMPION EVEN IN THE GAME. It is impossible to itemize against him with his mix of hybrid damage. He's naturally tanky, while he can also melt your carries. Honestly Jax was NEVER balanced. First we had the ninja tabi 5 phantom dancer Jax (back when PD gave dodge). Then we had the ninja tabi, guinsoo 4 hextech gunblade Jax, who dealt insane damage, had insane lifesteal and spellvamp and had like 5k hp thanks to his old passive, and now we got this: build Botrk & Trinity, build anything you want after that and proceed to collect your free lp.

Riot really needs to fire whoever writes the tooltips.
When Feral Flare was made from 30 stacks to 25, the tooltip still said it needs 30 stacks to transform, even though the mechanics were already changed.

Honestly patch 4.10 was great. They completely fixed 2 problematic toxic champions (Nidalee and LeBlanc), tuned down a really strong champion (Twitch), and gave some love to Skarner. I personally really enjoyed this patch.
As you said, insanely weak early game.
Build max CDR and mana ---> late game you got a 10 second rewind for your skills every 3.2 seconds. Continuous AOE nukes every few seconds, permaspeed/permaslow, and a Guardian Angel for anyone on your team every 28 seconds. As long as you can afford the mana.
Balanced.

Not sure if this works anymore, there have been dragon changes since then. This was 4 months ago.
Braum is still insanely good. Just like Irelia, no matter how much you nerf the numbers he will still be good just because of his kit.
He's outclassed by Morgana, who continues to be the number 1 support.
