    They have a conservative style of changing during the season, doing exactly what you are talking about (observing how one change made make another change not needed, etc) during that time. I don't see the problem with them going big with all their planned changes during the launch of the new pre-season.

    Any other time and people will always say, "what the heck?" because no one is asking for the removal of AD/AP/regen on baron buff. They either have to do it now or face tons of slashback on people who doesn't want to lose this. Chances are high that they will never even get to make those changes if they remain cautions.

    The game may be not balanced after all these changes, but this is the beginning where rank games don't even matter. This is the best time to see the worst cases come to light.

    Ninja tabis works wonders to migrant a lot of damage from her since before level 6, she heavily depends on her basic attack to do most of her damage. Champions I think are really strong against her would be Lee Sin and Malphite. AS debuffs are just really powerful against her.

    The only really feasible form of counter-play against her is to do whatever you can to make her stop landing basic attacks on you during the 3 seconds of Burst of Speed. If you see her activate that spell, use CC, dash away or what ever you can to avoid taking too many hits during that small period. After those 3 seconds (or close to the end), harass her with what you have, and/or re-engage her if she tries to flee. Her lunge is on a 16-14 second cooldown early in the game so you need to harass her as much as possible when it's down.

    If she doesn't have life-steal or Doran's Blade, she won't sustain herself in prolong fights. In other words, if you champion is a high sustain champion, you can try to just out sustain her in the battle. Stand your ground and fight back. Saying this, if your champion cannot even fair well against her with her just landing basic attacks with nothing to back it up, you are screwed and she has complete control of the lane at that point. At that point, asks for ganks. She has no escape or CC herself so, if you can catch her, she will have to burn a summoner spell or just attempt to kill someone before she dies.

    Lastly, if she is maxing Lunge first, stand your ground and fight back as hard as you can (hopefully you can out sustain in the long haull). She is sacrificing her basic attack damage for more trading frequency. If she is maxing Riposte first, harass as much as possible during her cooldown period of Lunge and when she tries to force an engagement, do what ever you can do lower the damage output within those three seconds of Burst of Speed. Afterwards, just harass.

    This line explains my reasoning why I would think people would flame on her, and maybe ban you for picking her. She's strong but she doesn't provide utility (something else besides damage) for her team, or can't force plays like a Zed (for example).

    Forgot to mention, people complain that she lost her niche, which is somewhat true, but she still has something that no marksmen has and that's a team support ability. I can see why people would hate it, but honestly, it allows her to be different from all the other champions. It may not the self-centered ability that people want, but was a major reason why she was deemed one of the best marksmen during her time after the rework.

    But since I have time, I'm just going to post my list of changes I would love. None of it is a rework, just tweak that overall is just a buff. Keep the current Sivir as it is but helping her improve in some aspect:

    Boomerang Blade

    • Mana cost decreased to 70-90 from 70-110.

    Ricochet 

    • Mana cost decreased to 35 from 40.
    • Match animation speed with current attack speed (I don't know why but it just feels slower when using it)

    Spell Shield:

    • Mana cost decreased to 55 from 75.
    • Mana regain change to 70 + (5 × level) from 150. (net mana gain change to 20-110 from 75)
    • Basic attack lowers the cooldown. (let's say, 1 sec for champions, and 0.5 for anything else) 

    On the Hunt

    • Cooldown decrease to 80-60 from 100-80. (So pushing the cooldown down by a lot. Could be 90-70 if a bit too much.)
    • Aura (Ally) attack speed bonus increased to 20-40% from 15-30%. (Now scales 2/3 of the attack speed granted instead of 1/2)
    • Cast animation removed. (Because I know everyone wants that)

    Lastly note, about the OP, her popularity will rise... for like a week and then die down unless she gets some buff or a pro player chooses her in the LCS and dominate.

    I find it funny how after reading through all the suggested 'buffs/tweaks' for Sivir, no one touched her utility part of her kit. There is more to champion's kit  besides how much damage a certain spell can do or her range. 

    The only suggestion I have even read is just the removal on the cast animation on the ultimate which I'm pretty is going to get removed when the visual update comes.
