You don't directly target anybody with the shield, you just press W and it detonate.
It will deal % damage against each target.
So, let's say: there is a 5k hp mundo, and a 2k hp vayne.
It will do (10%) 500 damage to mundo, and 200 damage to vayne.

I am a top laner, and i think the opposite is closer to the truth. Counter picks doesn't really matter, every top laner can achieve his win condition against every top laner. If you don't know how to play a certain matchup, you should just practice it more. Alot of times i just pick into a "bad" matchup, because i know it enough, so i just don't care.
Btw rumble is fine, he has the potential to destroy the enemy team with a well used ult, but he also have the potential to die without doing anything useful. I think he is really hard to play well, and that is something that should be rewarded, if you can do it.
I almost always buy Zephyr on irelia. I don't really buy it on any other champ.
As an ADC, maybe you can switch your boots to Zephyr really late, you don't lose much AS, and it boost your damage.
I don't really watch it, but i don't feel this problem.
Maybe just because i farming more than the avarage jungler do. :P
On the other hand, i sometimes play in a bronze acc (i am lucky enough, so i could start from Bronze 5, 0 LP), and every time i tried to dragon, none of my mates came and i should stop it...
Like i gank bot and get double kill, we all have alot of health, enemy jungler is at top, i ping like a hundred times the dragon, and noone came.
After it happened like 10 times in a row, i stopped focusing on dragon, and i just gank/farm/counterjungle instead, and i only do dragon when i can solo it.
Btw, it's better to ignore dragon than forcing it when it's not the right time, because if you kill your team with a bad call and you also lose the dragon... it's sucks. :)
I guess it's good because it's really cost efficient.
However, i am 100% sure it's not slot efficient, so at the end of the day you should sell 1, and you lost alot of money and time on it. With double morello you delay Zhonya/Rabadon/Void alot... you get 40% cdr for it.
I think in short term it's worth, but in a long term you loose alot... i guess if you can snowball with it it's good.
If my laning opponent is going with ignite, it mean 2 things for me:
He gaved up his lane
He gaved up the bot lane/dragon control.
-->instawin.
I only go ignite when i play with lower elo friends i am sure i can get a kill at lvl2 (with someone like Riven), all other situation i get TP, it's way better.

I am an irelia main.
1.: Depending on the game i sometimes grab a giant's belt. (for example teamfight's are incoming) If i can, i go for Zephyr, if i need alot of MR i go for Wit's end instead.
Against AA heavy team i like to get a Frozen Heart, otherwise i mostly go for randuin and spirit. I often buy thornmail, if the enemy ad is fed.
2.: I mostly go for tabi and buy Zephyr for tenacity (it's stacks multiplicatively), i rarely go for merc. Berserker's graves is a totally fine choice btw, i sometimes buy it, when i don't really need tabi.
3.: Depending on the situation, irelia have good teamfight, but she is also good in splitpush... i always go with TP, so i can split alot.
4.: No, i mostly grab 2 damage items, Triforce and Zephyr, sometimes Wit's end instead of Zephyr. When i was a beginner irelia i always bought Botrk for some reason, but now i feel like it's awful. I don't know why, in paper it's sounds good... it's just doesn't work on her.
5.: If you can buy Sheen in your first shop, it's like instawinning the lane. So if i have 1200 gold i near always buy sheen. Otherwise, if i have like 1100 gold i rather buy a ruby crystal and long sword... so, i buy sheen if i have the 1200 gold, otherwise i go for phage.
Btw, sometimes i buy 2 parts of sheen IF i can walk back and save TP, so after some farming i can buy the sheen, TP back and win the lane... but if you won't have TP you give up too much combat stat and you can fail really hard by going for sheen's parts.
The first thing: You should start to buy at least 1 full rune page. Without it, you can be so weak that you die easily even when you generally did better. It will be expensive (like 15-20k IP), but you can use it with ALOT of champion, and it's really mandatory.
The best you can do is to watch some stream and learn from them.

No, because you CAN'T select a target for it, you can just detonate it. I played sion sometimes tho.
Think about that: The shield detonates automatically, in that case, you are unable to select any target: How much damage it will deal?
Increasing depth if okay, but doing an 1500 damage aoe nuke if the enemy have a mundo is absolutely overpowered, no way riot would implement a thing like that. :P
