That's 25 AD and 12% lifesteal over the 10AD/10% Vamp (+15AD, +2%).
To get the BT, you need another 2400 gold. That's a big jump for a lot of AD with no extra lifesteal over the Cutlass.
Unless you can farm and/or get kills, Cutlass is safer.
The active is useful. Any more AD contributes from a LW or IE benefits that Life StealAfter the cutlass you can evaluate your options too based on your enemy build: Zeal? IE? LW?
Cutlass may make ADC feel safer due to the active, but BotRK doesn't synergise as well as BT with some champions e.g. Caitlyn.
The other thing is that BotRK is better for all-in due to the active (e.g. Vayne popping ult + active and charging at you) but BT is better for sustained poke / trades in lane and pushing turrets. If your champion have free AD / dmg from abilities (e.g. Kog, Vayne, Twitch) then the AS from BotRK will be very helpful too.
Personally I feel that it's like accusing Germany of bm / unsportsman-like in the World Cup for scoring more goals after 3:0 up. (They ended up winning 7:1 for those who have been not been following)
It makes even less sense since Brazil couldn't surrender (well technically they can by not returning to the pitch, but literally no teams ever do that in the top level for many years) while CW could have /ff and teams have done that before.
Alliance were taking a risk that they would be killed and failed to stack items so CW could get back into the game, but no one on ALL got killed (through some good play no less).
Imo Darien's Zhonyas on Renekton was more BM / unsportsman-like since it doesn't even make sense
