Tbh Xin's CC is his main key to winning Duels to either take another dueler champ or someone such as Vi who can fight his cc with Hers but a key point to make that Xin in the early levels is fairly deadly, and if you plan on counter jungling him i would seriously recommend buying Cloth/Tabi it will severely reduce the damage his Q's do to you.

Not sure why you ranked Vi as T3, she has exceptional clear times overall in the game, great ganking potential and dueling potential :P
