- Spider Movement speed increased to 355 (up from 345)
- Cocoon [E] - Missile Speed is now 1600 (up from 1450)
Bard
- Cosmic Binding [Q] - Damage increased to 80/120/160/200/240 (up from 75/110/145/180/215)
- Magical Journey [E] - Cooldown lowered to 20/19/18/17/16 (down from 26/24/22/20/18)
Ryze
- Overload [Q] - Damage reduced to 55/75/95/115/135 (60/80/100/120/140)
Sejuani
- Glacial Prison [R] - Slow reduced to 30% (down from 90%)
- Permafrost [E] - Damage increased to 60/95/130/165/200 (up from 60/90/120/150/180)
- Flail of the Northern Winds [W] - Enemy %max hp on-hit damage lowered to 4%/5.5%/7%/8.5%/10% (down from 4/6/8/10/12%)
Veigar
- Baleful Strike [Q] - Cooldown is now 7/6.5/6/5.5/5 (up from 5 at all ranks)
I would say the MS is more of a nerf. This means that it's harder for her to walk into the lane in Human Form to gank, which is what you really want to do, since after EWQ, you want to immediately change to Spider Form to deal damage.

You guys do realize that simply using her E will bump the slow up back to ~80% (70% + 30%).
It could be a 1% slow and wouldn't matter so long you press the E key. The main use for landing (or in this case 'whiffing') ult can often simply be tagging them with Frost.
Does anyone actually know how her kit works?

Out of about 400 Sejuani games, I've only ever applied the slow from Glacial Prison three times. It's not a "nerf" at all. I acknowledge this fact!

Maybe that's the point to hit particularily those, who don't know how her kit works?
My biggest frustration about Elise is: why are her caps vs monsters so low. Lee Sin Q has 400 damage cap ffs.
Lee's ability is less spammable and Elise has two abilities for the price of 1. Also, Elise does max hp damage if comboed correctly, whereas lee only does missing health.
Really? I don't think so, elise use mana and lee uses energy. So even if you "spam" your stuff on spider form you don't do that much damage because her q uses lost % hp for free and her human form q+w uses ALOT of mana. You just can't go max hp every camp because you just doesn't have the mana to use more than 2x early levels. And because of lee passive he can pretty much use abilities every single camp. That's why lee clears are better than elise and her spiderlings are really weak earlier. After level 6~8 they are about equal because on clears because elise has a good amount of mana and the spiderlings are better.
Why the Sejuani Ult nerf? Just let the Ult rank up the slow. 30%/60%/90%
1: Sejuani needs nerfs
2: You should be landing it for a stun anyway. Make the worst-case worse. Besides; you have Permafrost.
3: You should not miss a skill and get a 90% long range massive AoE slow than you can then follow up with ANOTHER massive AoE slow.

FYI that Elise MS change is for her human form. Her spider form now has 355 MS instead of 345 MS
Sejuani's Ult' Slow is garbage now, Kassadin changes are not changes (those are live values IIRC), Bard's buffs are ok (I just think people haven't figured him out), and the rest is meh
