Wanted to see some of your thoughts feel free to list more than one in each role
ADC- Ashe, Varus, Sivir, Jinx
Support- Thresh is the one that sticks out but utility is a requirement for this role
Mid- Orianna, Twisted Fate, Zyra, Lissandra
Top- Lulu.... idk Teemo? i have trouble thinking of standouts here
Jungle- Skarner, Nautilus, Sejuani
For the purposes of this I'm defining utility as the combination of CC, Mobility,Buffs/Debuffs,Vision granting, and other unique effects (blocking skill shots with a pet etc.).
From ADCs i would say sivir, because movement speed buff is way better then aoe slow that rather won't slow whole team.
Support: I think all of them, they just are ment to do diffrent things, and since i like buffs sona is go to pick, her constant nerf to auras and rework were because of her invisiable power.
top: ofc warwick with his attack speed buff which is best with auto attack based team comps, Cho'ghat and nasus are good too.
jungle: Any tank jungler but nautilius and maybe maokai have the most, malphite is great too.
ADC: I'd say Ashe is the standout, with AoE slows, a global range stun, and an ability that grants vision from a range.
Support: Support, as noted, tends to require large amounts of utility in the first place.
Mid: Most likely Orianna, since she has AoE CC followup, an AoE speed boost+Slow, and a low CD shield for her team.
Top/Jungle: Tough call, but mostly your tankier characters that don't fit in with some of the other roles quite as easily. I think Maokai is probably nearer to the top right now, as he has decent CC, and a 20% dmg reduction on his ult, making him a strong teamfighter. It's still difficult to rule out some of the stronger initiaters though.
This all being said, most champions have some sort of utility attached to them, and a case by case basis can be made for each of them depending on who they're fighting with and against.
Support: Janna, Thresh, Morgana, Sona, Alistar, Taric and pretty much all of the traditional supports except Soraka
I honestly think that support in general have the most utility out of champions, due to the nature of the design of their kit. The other role that would have more utlility than other champions in the same lane is tanks, since it is what keeps them relevant in a fight.
Ashe and Varus were also designed with extra utility in mind instead of mobility, therefore giving them more utility than other champions of the same role. Sivir's utility, while not being the highest among AD Carries is definitly worth mentioning as it is essentially a Talisman active.

Betrayer... In truth, it was I who was betrayed. Still, I am hunted. Still, I am hated. Now, my blind eyes see what others cannot: that sometimes the hand of fate must be forced! Now go forth... unleash the tides of Doom... Upon all those...who would oppose us.
Well, the top 6 champion by win rate: Amumu, Heimer, Rammus, Fiddle, Janna, Fiora
I not even see them in any game (except ascendent). The first "meta pick" is the 16th (leona), which is pretty strange.
It's not bad, but i guess win rate is maybe not the best thing to judge a champ. :)
I completely disagree with the guy who said, that a champ, who only provide utility is bad. It's obviously not true, utility can win games, and the utility champs are generally safer, because they don't need much gold to provide the utility. :)
However i also disagree with judging a champion by win rate. For example, Lolking say, that the lowest winrate champion in the game is Azir. (with 0%) I am pretty sure he is not that bad, so obviously win rate doesn't matter.
For a bit better example: One of the worst win rate champions are Elise, Lee sin, twitch, kassaddin, Olaf and even Yasuo.
Yes, Yasuo, who is banned almost every game is one of the lowest win rate champions.
I don't really think anybody should judge a champion by numbers. It's just doesn't work.
Sorry, but the winrates of Janna or Rammus aren't that high, because they are strong champions. The people playing them just know what they are doing, because they have many games with this champion. Why is Lee Sin's winrate so low, even if he's a high contested pick in high elo? Because everyone plays him and most people just suck with him. If Janna would be as popular as Lee Sin, her winrate would drop dramatically.
And yes, Janna is a pretty bad pick in times of Thresh, Braum, Nami or Morgana. She is outclassed at the moment.
So saying the winrate of a champion correlates directly with the strength of the champion is plain stupid. You are just simplifying and ignoring other factors.

Janna has one of the highest win rates in the game. What are you talking about?
Janna ofc,
Q is a AOE knockup, W is a slow, E is a shield which gives AD aswell and R is a AOE knockback + Heal. Even her passive gives utility, movespeedbuff.

DiamondStill doesn't mean she's good, as with some of the other champions mentioned here.

Ye... sure w/e. If there is a champion with 100%, will you still stay it's not good just because it provides utility only?

PlatinumAlso Lissandry, who has 3 CC spells, one of which doubles as an invulnerability move + a mobility spell.
Definitely Nautilus, the god-king of tanks who has 4 CC moves one of which doubles as map mobility.
Lee, Kha'Zix and Lulu who have everything basically.
Gangplank who has a mixture of bad utility. Jayce who is similar but not shit.
