With Champion Mastery, you now get points, ranks, and rewards for the champs you play. Now, if you want to show other players that you’re a dedicated Swain main, or a big cheese with Twitch, you can!How the system works
Finish a game of League and you’ll earn points for your champion based on your team’s performance as well as your own contribution. Earn enough points and you’ll level up that champ’s mastery level, giving you rewards as you progress.
Grades
Hover over your Champion Mastery points bar in the post-game screen and you’ll see the grade that our new system gives you. Grades are awarded based on your overall performance in the role along with the champion you’re playing and, crucially, where you’re playing them.
Leveling Up
Check out your in-client profile, and you’ll see a new stat telling you your mastery score, a sum of all your mastery ranks combined.
Rewards
We’re kicking off Champion Mastery with the first five ranks for each champion unlocked. Here are the crests your champion will earn as they rank up:
Rollout
We’re kicking off the rollout with a PBE stint from 3/11. If all goes well, a couple of weeks later we’ll then launch a beta in a single region, focusing on Summoner’s Rift normal queues to make sure the feature’s stable for expanded use. We’ll read through your feedback and keep you updated with our progress, too, so keep an eye out for future posts after the service goes live!
Eligibility
All summoners who’ve hit level five or higher will be eligible for Mastery points. However, at launch, it’ll only support normal games on Summoner’s Rift.
The Future
This is just the beginning for Champion Mastery. As the system matures, we’ll unlock extra tiers and rewards as we build on the program!

I wonder if they're mode specific. Otherwise, people will have a fairly easy time racking up mastery with champs they're not good at while avoiding the task of actually getting good.

Even if it's copied from another game, I don't care. It's really cool feature and I'm really excited they decided to implement something like this.
About giving every champion Master skin, it would be way too much work even to do a simple recolor. Personaly I would be pleased with getting an in-game crown for mastered champion. With the exception of Zac and Rek'Sai, it's pretty easy to determine where said champion has his head, so maybe it would be a bit easier?
this seems like a really bad idea. if they weren't trying hard enough already to stop the "toxicity" of players by doing stupid little things like hiding your ping on loading screens, then how is them judging how you play a champ and letting people see that any good at all? this will cause way too many problems I think with harassment.
The idea behind hiding the ping was if someone had a high ping, people expected him/her to lag or dc. This mastery stuff shows your skill level on a certain champion. If someone does not have an icon, they might as well just try the champion

so some guy that plays game all day with get 10-20 "mains"?
master something should be limited to 5 champs max
you have to actually perform well with that champ. you can have 20 mains all you want if your good with them by riots standards
Hmm well mastery skins would mean at least 1 skin for every champion and there are over 100 so i dont see that happening. Will most likely just be Icons and these "Custom emotes" they are hinting at.
If at some point you get to get something significant, like a single free skin for a character when you get maximum mastery points or whatever it will be then it will be really nice and I can even see the game change quite a bit as people will get to have smaller champ pools which would mean better overall performance. But knowing rito's politics, since I've played since pre-season 2 and the only significant rewards they've given were the 400(or was it 450) rp on 2011/2012 new year and then 3 years later the mystery skin, I'd wait a lot more till significant shit happens, especially significant shit that can be triggered on any champ without the need of an extraordinary event happening such as lyte being generous.

10 000 Gold is a lot of grinding though :D
But yes, "Master" skins would be great~ Or an icon like in HotS x)
I'd be happy with Gold or Diamond recolours. Or even different recolour of the classic skin.
Also, some of the skins look better in base, since it's really a matter of personal preference (<3 pink valla), though you get some of the more traditional Blizzard models from their base game there.
Quests are nice, but I'd rather they boost general gold generation. It's almost like they are 'enforcing' casual play
